29 CFR 1910.134(c)(1):     The employer did not ensure that a written respiratory protection program with worksite-specific procedures was established and implemented to include the provisions of (i)-(ix), as applicable.(Construction Reference 1926.103)    The company had not developed or implemented a respirator program for employees exposed to dust while cutting concrete block.    An effective respiratory protection program includes but is not limited to the following procedures:  1) Writeen procedures for selecting appropriate respirators for the workplace.  2) Medical evaluations of employees required to use respirators.  3) Fit testing of respirators.  4) Proper use of respirators in routine work and reasonably foreseeable emergency situations.  5) Cleaning, disinfecting, storing, inspeecting, repairing, discarding, and otherwise maintaining respirators and development of a schedule for the maintenance activities.  6) Ensure the adequate air quality, quantity and air flow of breathing air for atmosphere supplying respirators.  7) Train employees in the respiratory hazards in which they are potentially exposed during routine work and foreseeable emergencies.  8) Train the employees in the proper usage of respirators, including putting on and taking off, any limitations in their use, and their maintenance.  9) Regularly evaluate the effectiveness of the program.
