29 CFR 1926.202:  Barricades for protection of employees did not conform to the Manual on Uniform Traffic Control Devices (MUTCD) (1988 Edition Revision 3 or the Millennium Edition):  a)  Diamond Contracting Corp at York Street and Signal Creek Blvd., Thornton, CO 80241:  On or before August 26, 2011, the creating, correcting, and exposing employer did not ensure the barricades conformed to the MUTCD in the following instances: 1) Employees of the asphalt subcontractor were laying asphalt at the south end of the work zone without a taper; 2) About 10 cones were damaged, brown, or marked up, with a loss of visibility.  Condition exposed employees to struck-by hazards.  Abatement note:  Abatement certification is required for this item (see enclosed, "Certification of Corrective Action Worksheet"). Abatement note: The MUTCD Millennium Edition, December 2000, Part VI, Section 6C.08 discusses requirements associated with temporary traffic control zones, including the use of tapers with channelizing devices to move traffic out of or into normal paths.  Section 6F.58 and 6F.59 describe the use of cones and other barricades to serve as channelizing devices.  6F.58 provides that devices that are damaged or have lost a significant amount of retroreflectivity and effectiveness shall be replaced.
