As outlined under 29 CFR 1918.1(b)(6), Noise. Subpart G, 1910.95; A Hearing Conservation Program was not developed and implemented, as described in Paragraphs (c) through (o) of this section, when information indicated that an employee's exposure may equal or exceed an 8 hour time weighted average of 85 DBA: Employees working in and around the ships hatch during dozer work were exposed to the hazards associated with noise induced hearing loss in that a Hearing Conservation Program was not implemented to those employees exceeding noise monitoring levels greater than 85dBA. A 15 minute sound meter reading taken atop hatch #5 railing indicated noise measured levels between 89 to 122dBA with an average of 108 dBA and peak reading of 163 dBA.
