29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: (Construction Reference: 1926.59) (a) At building 3190, located at Naval Base Guam, employees were not trained on the hazards of Portland cement. Employees were exposed to trace amounts of hexavalent chromium [Cr(VI)], a toxin harmful to the skin.

29 CFR 1926.95(a): Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, were not provided: At building 3190, Naval Base Guam, an employee was applying wet Portland cement onto a CMU wall without the use of impervious gloves appropriate for jobs involving exposure to Portland cement. At the time of the inspection, an employee was using white cotton gloves. Employee was exposed to trace amounts of hexavalent chromium, a toxin harmful to the skin.
