29 CFR 1926.1053(b)(9): The area around the top and bottom of ladders was not kept clear: At the project site, on or about December 6, 2011, and at times prior thereto, employees were using a 6 Werner stepladder with the spreaders in the closed position to ascend and descend from their work area. The area around the bottom of ladder was cluttered with loose rocks, scraps of lumber with nails, and other debris. Employees were exposed to falls and puncture wounds.
