The eave to ground height measured approximately 10.9 feet at the ladder access.

29 CFR 1926.1053(b)(1):  Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access:    Two employees gained roof access and egress by utilizing a portable ladder which did not extend at least 3 feet above the upper landing (roof).  The side rails measured approximately 25 inches above the landing.  This improperly positioned ladder was located along the north side of the residential structure that was being re-roofed.  The fall hazard at this location measured approximately 10.9 feet.
