At the project site on or about February 24, 2012, and at times prior thereto, there was no ground-fault circuit-interrupter protection or an assured equipment grounding conductor program when extension cords were used to power a 110 VAC Kunwoo Rebar Cutter (serial number not legible) used at the site.
