Whenever flammable or combustible liquids are transferred from one container to another, both containers shall be effectively bonded and grounded to prevent discharge sparks of static electricity. a) On or about 07/09/12 in the Painting area; a 55 gallon drum of paint thinner ( SS solvent ) with a flashpoint of 6 F, is being stored inside a plastic spill containment device. The solvent is dispensed into a five gallon metal container using a hand pump and a plastic hose without the use of bonding or grounding practices. Abatement Certification

Where the metallic floorplate on which the container stands while filling is electrically connected to the fill stem or where the fill stem is bonded to the container during filling operations by means of a bond wire, the provisions of this section shall be deemed to have been complied with. a) On or about 07/10/12 in Bldg. 80; 55 gallon drum of Omiwax #1624 ( flashpoint 50 F ) is not grounded and being stored on a horizontal drum cart. The liquid is being dispensed from this drum into a small container without the use of a bonding cable. Abatement Certification
