29 CFR 1910.23(d)(1): Every flight of stairs having four or more risers was not equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section: At this facility, employees working at the facility obtain confined space and other work permits in the performance of their daily activities and must use the stairs, which have not been provided with a handrail, to access the buildings such as but not limited to: 1. The main office building/trailer. 2. The Driver's shack/building.
