29 CFR 1917.112(a)(1): Vehicle curbs, bull rails, or other effective barriers at least 6 inches in height were not provided at the waterside edges of aprons and bulkheads. Dock: On or about July 11, 2012 and times prior thereto, there was no bull rail or substantial railing system along the dock to prevent vehicles from going over the edge. This exposed employees to fall hazard if vehicles were not able to stop in time.
