29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards: (a) Tank Farm 004; Tank 1790 and 1789: Employees were performing work activities on the top of storage tanks without the use of fall protection. The employees were exposed to a 17 foot fall from the roof of the tank to the lowest portion of the ground, as determined on or about 07/16/2012. Note: Toeboards are only required when persons can pass, there is moving equipment or there is equipment with which falling materials could create a hazard. ABATEMENT CERTIFICATION REQUIRED
