The stairway had 13 risers and was less than 44 inches wide.

29 CFR 1910.37(a)(3): Exit routes were not kept free and unobstructed. Materials or equipment were placed, either permanently or temporarily, within the exit route: a) National Park Service Whiskeytown National Recreation Area Bldg. 106 - On or about June 22, 2012 and at times prior thereto: 1) The designated exit route toward the north side of bldg. 106, Auto Shop/ Mechanic Shop, contained the handle of a weed trimmer projecting through the railing into the designated exit route. 2) The designated exit route toward the south side had weed trimmer guard(s) resting on the guardrail and projecting into the exit route on one side with electrical cords and stored metal sheets projecting into the designated exit path on the other side. Employees attempting to exit the structure along the designated exit route could be exposed to contusions or lacerations from striking item(s) projecting through the guardrail during egress or falling and tripping over metal leaning into path possibility resulting in contusions, lacerations or fractures and delayed exit from the building.

The disconnects were located in the lunch/break room area with a garbage can and hand towel dispenser located in front of one and a counter with microwave on top and cabinets below in front of the other.

29 CFR 1910.1030(c)(1)(iv): The Exposure Control Plan was not reviewed and updated at least annually: a) National Park Service Whiskeytown National Recreation Area - Headquarters - On or about June 22, 2012 and at times prior thereto, the Recreation Area's Bloodborne Exposure Control Plan was not reviewed and updated at least annually to evaluate changes in technology and document considerations for use of safer medical devices designed to eliminate or minimize occupational exposure. Employees engaged in job categories including, but not limited to, Park Rangers - Law Enforcement, Fire Fighters, Recreation Aide/Technicians (Lifeguards) are identified as having occupational expousre. The Exposure control plan was last updated in August of 2008.
