29 CFR 1910.23(d)(1)(ii): Stairway(s) less than 44 inches wide having one side open, did not have at least one stair railing on the open side:      a)  National Park Service Whiskeytown National Recreation Area - Atorie Building - On or about June 25, 2012 and at times prior thereto, the stairway with 7 risers did not have a stair railing on the open side to protect employees using the stairs.  The stairs are used to access the terraces and grounds containing fruit trees, shrubs and grass for grounds maintenance activities.

29 CFR 1910.24(e): The Angle of stiarway rise was not a uniform combination of rise/tread dimensions resulting in angle to the horizontal of between 30 degrees and 50 degrees:      a)  National Park Service Whiskeytown National Recreation Area - Atorie Building - On or about June 25, 2012 and at times prior thereto, the 7 step stairway behind the building did not have uniform tread widths or riser making use of the stairs hazardous.  The cement was also cracked, worn and chipped increasing the likelihood of slips, trips and falls.  No stair rail on the open side was in place at the time of the inspection.  Employees utilize the steps to access the terrace levels and hillside for grounds maintenance activities and pick/remove fruit from the fruit tress.

29 CFR 1910.37(b)(2): Each exit was not clearly visible and marked by a sign reading "Exit":      a)  National Park Service Whiskeytown National Recreation Area - Atorie Building - On or about June 25, 2012 and at times prior thereto, the designated exit doors located at the front door, exercise room and training/conference room did not have a sign indicating they were designated exit doors.  Building is used for training/conference, fitness and office space.  Training was taking place at the time of the inspection.

29 CFR 1910.141(a)(5): Enclosed workplace(s) were not so constructed, equipped, and maintained to prevent the entrance or harborage of rodents, insects, or other vermin. A continuing and effective extermination program was not in place:      (a)  National Park Service Whiskeytown National Recreation Area - Atorie Bldg. - On or about June 25, 2012 and at times prior thereto, the Atorie buildings garage was not constructed or maintained to prevent the entrance and/or harborage of deer mice; nor was a continuing extermination program in place to protect Rangers and administrative staff from rodent feces and dried urine.  The garage is used to store parts and accessories for the Ranger vehicles as well as excess office furniture.  Mice haves not been tested for Hunta Virus at the Atorie Building or at Whiskeytown National Recreation Area at the time of the inspection.

29 CFR 1910.305(g)(1)(iv)(A): Flexible cords and cables were used as a substitute for the fixed wiring of a structure:      a)  National Park Service Whiskeytown National Recreation Area - Atorie Bldg. - On or about June 25, 2012 and at times prior thereto, a flexible cord power strip was used as a substitute for fixed wiring in the kitchen to power a Sunbeam microwave oven, toaster oven, coffee maker, and Magic Bullet.
