29 CFR 1910.23(c)(1):     Every open-sided floor or platform 4 feet or more above adjacent floor or ground level was not guarded by a standard railing (or the equivalent as specified in paragraph (e)(3) of this section) on all open sides and railings were not provided with a toeboard where required:    a. During stacking of flatbed, open sided trailers at the outside hoist, employee(s) were exposed to a fall, from over 4 ft up to and over 15 ft (when stacking three trailers), when climbing the trailers and when unstrapping slings; at the time of the inspection an employee was exposed to an 11 ft fall.    b. During manufacture of flatbed, open sided trailers at the platform work area, employees were exposed to a fall hazard over 4 ft, when peforming work such as, but not limited to, installing bed planking.    Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citation(s).
