29 CFR 1926.701(b): All protruding reinforcing steel, onto and into which employees could fall, was not guarded to eliminate the hazard of impalement:    At the project on or about September 6, 2012, there was no guards on 22,  inch diameter rebars that protruded about 18 to 24 inches from the ground.  The rebars were used to support erosion control sheeting.
