29 CFR 1926.1052(c)(1):     Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge.    2715 Thrust, Post Falls, Id:  On or about 25 Sept 2012 and times prior thereto, employees were accessing the stairs to the second story which had no handrail.  This condition exposed employees to a 6 foot fall hazard.

29 CFR 1926.1053(b)(13):     The top or top step of a stepladder was used as a step.    2715 Thrust, Post Falls, Id:  On or about 25 Sept 2012 and times prior thereto, an employees was standing on the top step of a 8 foot fiberglass step ladder to work to work and the roof and eave of the garage area.  This condition exposed employee to a fall hazard of 8 feet.
