29 CFR 1910.23(e)(2): The stair railing was more than 34 inches or less than 30 inches from upper surface of top rail to surface of tread in line with face of riser at forward edge of tread:    On or about October 23, 2012, FlexRig #360; the top rail on the east stairway leading up to the Top Doghouse extended upward 48 inches from the surface and was not vertical from upper surface of top rail to surface of tread in line with face of riser at forward edge of tread.
