29 CFR 1910.147(c)(1): Energy control program. The employer shall establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative. Throughout facility - On or about November 1, 2012, employee(s) were required to perform service and/or maintenance on equipment such as, but not limited to, Mixer and Vemag Stuffer machines. The employer did not provide employee(s) with an energy control program consisting of energy control procedures, employee training and periodic inspections to ensure that equipment such as, but not limited to, Mixer and Vemag Stuffer machines, would be isolated and rendered inoperative during servicing and/or maintenance. Employee(s) were thereby exposed to the hazards associated with inadvertant start-up of equipment.
