29 CFR 1910.38(c)(2): Procedures for emergency evacuation, including type of evacuation and exit route assignments were not implemented by the employer: Facility: The employer's emergency action (EAP) plans did not address the following areas: A. There was no floor diagram for the lower basement area that included areas such as the laundry, the pool chemical room and the boiler room. B. The employer did not ensure their emergency action plan addressed when employees can safely re-entering the building. On or about November 5, 2012 the building was evacuated due to a chemical release; employees repeatedly entered the building without someone determining if the hazardous substance had been eleminated.
