29 CFR 1926.1425(c)(3): The materials must be rigged by a qualified rigger. -On or about November 8, 2012 and days prior, roof decking was being rigged by an unqualified rigger in that the load slipped free from two 4" x 16' nylon straps and fell. The load was being carried by a Link Belt model #HTC8670 70 ton crane.

29 CFR 1926.1430(d): Competent persons and qualified persons. The employer must train each competent person and each qualified person regarding the requirements of this subpart applicable to their respective roles. -The employer did not ensure that the employee who was rigging loads of roof decking was adequately trained in that a load of the roof decking fell while it was being flown into place by a Link Belt model #HTC8670 70 ton crane.
