29 CFR 1910.23(e)(1):  Standard railings did not consist of top rail, intermediate rail and/or posts:    (a) Scrap Drying Pit - Employees walked in the aisle way next to the scrap drying pit.  The railing across the open-sided floor at the scrap drying pit did not meet the requirements of a standard railing in two section, as follows:  the mid-rail had gotten broken off of the section of railing extending from the ladder used to access the pit to the area where the charge bucket went into the pit, and the section across where the charge bucket entered the pit had only a chain top rail and no mid-rail, of 5 feet to the bottom of the scrap drying pit, on or about January 11, 2013.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.    (b) System II Shakeout Area - The shakeout employee was exposed to an inadequately guarded open sided floor in that there was an incomplete guardrail filling the space under the sand hopper, on or about January 18, 2013.
