29 CFR 1910.132(a): Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, shall be provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards of processes or environment, chemical hazards, radiological hazards, or mechanical irritants encountered in a manner capable of causing injury or impairment in the function of any part of the body through absorption, inhalation or physical contact. Employees working on Rig #108 were exposed to injuries in that personal protective equipment was not always available such as: a) Hearing protection was not available for employees at the time of the inspection; b) Fire resistant (FR) clothing was not provided to all employees working on the rig.

29 CFR 1910.1200(e)(1)(i): A written hazard communication program shall include a list of the hazardous chemicals known to be present using an identity that is referenced on the appropriate material safety data sheet (the list may be compiled for the workplace as a whole or for individual work areas). The written Hazard Communication Program on Rig #108 did not include a list of the hazardous chemicals located on the rig.
