29 CFR 1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. On or about January 29, 2013, the scaffolds used at the job site erected, moved and/or altered were not done by trained and experienced employees the supervision and direction of a competent person. The employees were exposed to fall hazards of approximately 10 to 18-feet to the ground. JF PLASTERING LLC WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD 29 CFR 1926.451 (f)(7), WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 313500902, CITATION NUMBER 01, ITEM NUMBER 002 AND WAS AFFIRMED AS A FINAL ORDER ON OCTOBER 25, 2011, WITH RESPECT TO A WORKPLACE LOCATED AT 7345 BLACK MESA DRIVE, EL PASO, TX 79912.

CFR 1926.451(g)(1)(vii): Each employee on a scaffold, not otherwise specified in paragraphs (g)(1)(i) through (g)(1)(vi) of this section, more than 10 feet (3.1 m) above lower level was not protected from falls by the use of personal fall arrest systems or guardrail systems meeting the requirements of paragraph (g)(4) of this section: On or about January 29, 2013, three employees were observed working on scaffold platforms not protected from falls by the use of personal fall arrest systems or guardrail systems; 1. On the left side of the house, one employee was observed working on scaffold platform without any personal fall arrest systems or guardrail systems. The employee was exposed to a fall of approximately 18-feet to the ground. 2. On left side of the house, two employees were observed working on scaffold platform without any personal fall arrest systems or guardrail systems. The employees were exposed to a fall of approximately 10-feet to the ground. JF PLASTERING LLC WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCCUPATIONAL SAFETY AND HEALTH STANDARD 29 CFR 1926.501 (B)(13), WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 313266924, CITATION NUMBER 01, ITEM NUMBER 002A AND WAS AFFIRMED AS A FINAL ORDER ON DECEMBER 12, 2009, WITH RESPECT TO A WORKPLACE LOCATED AT CORNER OF LONE CACTUS & RED BARREL, EL PASO, TX 79928.
