29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: a) On or about March 6, 2013, and at times prior, roofing employees were exposed to fall hazards because the employer did not provide a ladder or other adequate means of access between the ground and the truck bed they used to collect waste. Employees climbed a ladder to reach the top of the truck bed but climbed down the inner wall of the truck bed. b) On or about March 6, 2013, and at times prior, roofing employees were exposed to fall hazards because the employer did not provide a ladder or other adequate means of access between the ground and the lower front roof level. Employees climbed onto a truck bed and then climbed from the truck bed onto the roof without a ladder.

Association Construction Roofing, Inc. was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.100(a) or its equivalent which was contained in OSHA inspection 615919, Citation 1, Item 1, issued october 31, 2012, with respect to a workplace located at 10660 Stonington Street, Littleton, CO 80126. This citation became final on November 14, 2012.
