29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: a) On or about March 7, 2013, and at times prior, framing employees were exposed to fall hazards because the employer did not provide a ladder or other adequate means of access between the ground and the roof they worked on. To access the ground level, employees were observed sliding down 2x4s and climbing down walls.
