The employer does not protect employees from the hazards associated with blocked electrical equipment. This violation was observed on or about April 30, 2013 at the Citgo Refining & Chemical Company LP, in the East Plant 1 Alky Unit, in areas, such as, but not limited to:        a.     In the Old Alky Comfort Station, the 120/208V, 225 ampere, lighting panel A6810087, has black plastic spools, a carton box, and a chair in front of the energized panel.        b.     In the Alky Change House, the electrical panel ID# 83-DP-101, has table, microwave and laundry driers in front of the energized panel.     The Citgo Refining & Chemicals Company L.P. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910. 303(g)(1)(ii), which was contained in OSHA inspection number #313467136, citation number #01, item number #10 and was affirmed as a final order on February 7, 2011 with respect to a workplace located at 1802 Nueces Bay Blvd. Corpus Christi, TX 78469     Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date the employer must submit documentation(s) showing that it is in compliance with the standard, including explanation(s) of how the employer is to ensure electrical equipment is not blocked.
