No employee shall be permitted to work where such hazards exist until they are corrected by shoring, bracing, or other effective means:       a)  East End of Site:  A competent person did not perform continuing inspections to determine if a hazardous condition was present when workers torch cut steel joists.  A steel joist gave way onto workers who were working elevated in a man-lift, on or about 4/10/2013.
