Crossbraces were used as a means of access.    Located at 307 W 37th Street, New York, NY,     On or about 5/22/2013    a)    Employees worked on the platform of a 1-section hight tubular welded frame scaffold, which did not have a means of safe access for the workers.  Workers used the frames as a means of access.      NOTE: BECAUSE ABATEMENT OF THIS VIOLATION IS ALREADY DOCUMENTED  IN THE CASEFILE, THE EMPLOYER NEED NOT SUBMIT CERTIFICATION NOR  DOCUMENTATION OF ABATEMENT OF THIS VIOLATION AS NORMALLY REQUIRED BY 29 CFR 1903.19
