29 CFR 1910.1200(e)(1):  The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met (Construction Reference: 1926.59):  a.) Building Systems, Inc., 1 South 2nd Street, Clearfield, PA- On or about May 23, 2013  , the written Hazard Communication Program was not available at the worksite nor was there a method/procedure in place to ensure the program could be provided to employee(s) requesting access to the program while conducting work operations at job sites.  Company employees worked with and around hazardous chemicals including, but not limited to, Portland Cement and wood dust.    b.) Building Systems, Inc., 1 South 2nd Street, Clearfield, PA- On or about May 23, 2013, and at times prior thereto, company employees worked with and around hazardous chemicals including but not limited to, Portland Cement and wood dust.  The company's written Hazard Communication Program was missing information including, but not limited to, the following:   1.) The designation of a person responsible for overall in-plant/on-site compliance with the Company's Hazard Communication Program;   2.) The designation of a person responsible for ensuring proper labeling on incoming chemical containers;   3.) The description of the labeling system used in the plant/on job sites;   4.) The procedures to review and update label information when necessary;   5.) The designation of a person responsible for obtaining and maintaining MSDSs;   7.) A description of how the MSDSs are maintained in the plant/on job sites;   8.) A description of the training program to be used.
