29 CFR 1910.1000(e): To achieve compliance with paragraphs (a) through (d) of this section, administrative or engineering controls must first be determined and implemented whenever feasible. When such controls are not feasible to achieve full compliance, protective equipment or any other protective measures shall be used to keep the exposure of employees to air contaminants within the limits prescribed in this section. Any equipment and/or technical measures used for this purpose must be approved for each particular use by a competent industrial hygienist or other technically qualified person. Whenever respirators are used, their use shall comply with 1910.134.   (a) The employer did not implement engineering/work practice controls for the employees that grind and buff parts using the 8" bench grinder, to reduce and maintain the employee exposure to beryllium below 5 micrograms per cubic meter of air as a 30-Minute Ceiling Limit, without respect to the use of respirators, in that a Deburr Specialist was exposed at 6.2 times the OSHA 30-Minute Ceiling Limit during a sampling period of 31 minutes on July 9, 2013.  (b) The employer did not implement engineering/work practice controls for the employees that grind and buff parts using the 8" bench grinder, to reduce and maintain the employee exposure to beryllium below 25 micrograms per cubic meter of air as a Maximum Peak Concentration, without respect to the use of respirators, in that a Deburr Specialist was exposed at 1.2 times the OSHA Maximum Peak Concentration during a sampling period of 31 minutes on July 9, 2013.
