29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6: a) Luke Air Force Base, Structural Operations and Maintenance Division - On or about July 18, 2013, two large compressed welding gas cylinders containing 50 lbs. of Welding/Argon Gas were standing upright without bracing or other support to prevent their falling over due to accidental contact, vibration, or earthquakes exposing employees to crushing and struck-by hazards and injuries. Compressed gas cylinders shall be secured in an upright position at all times except, if necessary, for short periods of time while cylinders are actually being hoisted or carried.

29 CFR 1910.303(f)(2): Each service, feeder, and branch circuit, at its disconnecting means or overcurrent device, was not legibly marked to indicate its purpose, nor located and arranged so the purpose was evident: a) Luke Air Force Base, Structural Operations and Maintenance Division: On July 18, 2013 and at times prior thereto, each branch circuit was not marked to indicate its purpose or location. Employees are exposed to electrical and mechanical hazards during emergencies requiring the shut-off of circuits and/or equipment.
