29 CFR 1910.23(c)(1): Every open-sided floor or platform 4 feet or more above adjacent floor or ground level was notl guarded by a standard railing (or the equivalent as specified in paragraph (e)(3) of this section) on all open sides except where there was entrance to a ramp, stairway, or fixed ladder: At the Line Number 2 shot blaster machine and others, employees standing on top of the machine to perform routine filter cleaning and servicing were exposed to a fall of 8 feet to the concrete shop floor while balancing and working without fall protection. Or in the alternative: OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards while performing machine servicing:
