29 CFR 1926.20(b)(2): Employer did not provide programs for frequent and regular inspections of the job sites, materials, and equipment to be made by a competent person designated by the employer: a) Boulder Roofing, Inc. at 2195 Stony Hill, Boulder, CO 80305: On 8/21/13, the employer did not ensure a safety program was developed and implemented for the work environment to include regular inspections of the jobsite, materials, and equipment; conducted by a competent person. Employees on-site were permitted to work in areas where fall hazards existed. The condition exposed the employees to a fall hazard approximately 23 feet. Abatement Note: OSHA defines a competent person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them. Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8m) or more above lower levels were not protected by guardrail systems, safety net system, personal fall arrest system, or other approved alternative fall protection system: Boulder Roofing, Inc. at 2195 Stony Hill, Boulder, CO 80305: On 8/21/13, the employer did not ensure that employees were protected from injury, in that employees conducting roofing activities on a second story residential home were not utilizing a fall protection system. This condition exposed employees to a fall hazard of approximately 23 feet. Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
