One method of abatement to correct this apparent hazard is to install emergency stop devices as required by ANSI B11.4-2003, paragraph 6.2.4. 29 CFR 1910.23(e)(2): Stair rails did not consist of a top rail, intermediate rail and/or posts, with the vertical height not more than 34 inches (86.36 cm) nor less than 30 inches (76.2 cm) from upper surface of top rail to surface of tread in line with the face of the riser at the forward edge of the tread:    Inside of the Diaper Reclaim Department, the two stair rails belonging to the fixed, industrial stairs were missing a mid-rail.  The stairs were 12 risers high.
