29 CFR 1926.51(f)(1): The employer did not provide adequate washing facilities for employees engaged in the application of paints, coatings, herbicides, or insecticides, or in other operations where contaminants may be harmful to the employees.  Such facilities were not in near proximity to the worksite and were not equipped as to enable employees to remove such substances:     a)  At the worksite where non-alkaline soap and hand towels were not available for employees using Holcim Type S Masonry Cement and Holcim Type I Portland Cement, both corrosives.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area (Construction Reference 1926.59):  a)  At the worksite, employees were not given information on the requirements of 29 CFR 1910.1200; any operations in their work area where hazardous chemicals were present; and the location and availability of the written hazard communication program, including the required list of hazardous chemicals, and safety data sheets.  Employees were not trained on the methods and observations used to detect the presence or release of hazardous chemicals in the work area; the physical and health hazards of the chemicals in the work area; protective measures; and the details of the hazard communication program developed by the employer, including an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet including the order of information and how employees can obtain and use the appropriate hazard information.  Employees mix and apply Holcim Type S Masonry Cement and Holcim Type I Portland Cement, both corrosives, and Texas Quality Products Sand, containing crystalline silica.
