29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels are not protected by guardrail systems, safety net system, or personal fall arrest system, nor are employee(s) provided with an alternative fall protection measure under another provision of paragraph (b) of this section:     a.  Employees performing roofing work on a roof six feet or more above the ground are not protected for fall hazards by a fall protection system.    The employer fails to assure effective protection against falls as required by the standard, as demonstrated on May 12, 2014, when employees were working on a residential roof at 355 Silent Brook Trail, Jacksonville Florida 32225 without fall protection and were exposed to falls of approximately 6 feet.    Jasper Contractors, Inc., previously committed a serious violation of this standard on October 15, 2013, with respect to a workplace at 17715 Dorcas Circle, Omaha, NE, which became a final order on March 24, 2014 (Inspection No. 943210).      Jasper Contractors, Inc., previously committed a repeat violation of this standard on March 25, 2014, with respect to a workplace at 12983 Bent Water, Jacksonville, FL which became a final order on July 31, 2014, (Inspection No. 964742).    Jasper Contractors, Inc., previously committed a serious violation of this standard on July 25, 2012, with respect to a workplace at, 10775 Glengate Loop, Littleton, CO, which became a final order on November 28, 2012 (Inspection No. 546338).      Jasper Contractors, Inc., previously committed a serious violation of this standard on September 11, 2012, with respect to a workplace at 2927 Newbury Court, Highlands Ranch, CO, which became a final order on November 28, 2012  (Inspection No. 626158).      Jasper Contractors, Inc., previously committed a serious violation of this standard on April 21, 2011, with respect to a workplace at 3236 Robert Circle, Gretna, LA, which became a final order on May 24, 2011 (Inspection No. 314770249).     Jasper Contractors, Inc., previously committed a serious violation of this standard on September 24, 2010, with respect to a workplace at 713 Valley View Road, Woodland Park, CO which became a final order on February 24, 2011 (Inspection No. 313722787).      Jasper Contractors, Inc., previously committed a repeat violation of this or an equivalent standard on August 27, 2009, with respect to a workplace at 4411 Saratoga Woods Drive, Louisville, KY, which became a final order on  November 2, 2009 (Inspection No. 313188492).     To abate this violation, the employer must ensure that all employees wear appropriate fall protection or install a guardrail or safety net system when an employee works above 6 feet off the surface. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance, including an explanation of how these steps protect its employees from fall hazards.
