29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    a) 100 N. State Street, Ephrata PA - Carpenters were observed working at the edge of a flat roof without fall protection and were exposed to a 46 foot fall hazard to the ground below, on or about March 28, 2014.    No abatement certification or documentation required.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a) 100 N. State Street, Ephrata PA - Carpenters were not trained in appropriate fall protection methods to avoid hazards associated with elevated work areas, on or about March 28, 2014.   Abatement certification and documentation required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement.  Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
