Located along the exterior area of the residential structure self-supported tubular welded frame scaffolding was not erected and used properly under the supervision of a qualified competent person in that standard guardrails or personal fall arrest systems were not completely erected or utilized.

29 CFR 1926.451(g)(1): Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section: Located along the side exterior area of the residential home structure employees were observed working from a self-supported tubular welded frame scaffolding system that was not protected by standard guardrails or personal fall arrest systems exposing employees to fall potentials in excess of 13'.
