29 CFR 1910.176(b): Storage of materials created a hazard. Bags, containers, bundles, etc., stored in tiers were not stacked, blocked, interlocked and limited in height so that they were stable and secure against sliding or collapsing: At the worksite: On or about July 16, 2014, the employer did not have the pipe on the pipe racks chocked or block to prevent shifting. Employees were exposed to struck-by and caught in between hazards.

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm from being struck by pressure lines: At the worksite: On or about July 16, 2014, the employer required employees to work around an oil and gas drilling rig with a damaged air manifold line and BOP hydraulic line. Employees were exposed to the hazard of struck by pressure lines.
