29 CFR 1926.451(g)(1)(v): Each employee on a walkway located within a scaffold was not protected by a guardrail system (with a minimum 200 pound top-rail capacity) installed within 9.5 inches (24.1 cm) of and along at least one side of the walkway:  1555 N. Webb, Wichita, KS 67206 - Employee performing net basing task was exposed to fall hazards of 16 feet from the top level of the tubular welded frame scaffold to the ground below in that the walkway (the turning area connected between the two scaffolds) was not completely setup by a guardrail system.    Employee was observed to walk back from where he was working passing the walkway then to the other section of the scaffold, and then step over the 8 inches gap to the top of the building. The walkway guardrail system was not setup completely.  29 CFR 1903.19(c)(1) requires certification that the abatement of the above violation is complete.
