29 CFR 1903.19(c)(1): Within 10 calendar days after the abatement date, the employer must certify to OSHA (the Agency) that each cited violation has been abated, except as provided in paragraph (c)(2) of this section.    The employer failed to certify that the following hazards were corrected:    a.  Employees were not provided a stairway or ladder to access the upper level of a newly developed apartment building.    b.  Employees were working at a construction site and the site work areas, passageways, and area around the newly constructed building were not kept clear of lumber or other debris.

29 CFR 1903.19(d)(1): The employer must submit to the Agency, along with the information on abatement certification required by paragraph (c)(3) of this section, documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required.  the employer failed to provide information documenting the correction of the following cited hazards:  a.  Employees engaged in rough framing of a newly constructed apartment building were not protected from falls to lower levels while walking/working on a surface with unprotected sides and edges.  b.  Employees working near a wall opening were not protected from falling to lower levels by use of a guardrail system, safety net system, or personal fall arrest system.
