29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a. At the site located on 13909 Collier Rock Place (Lot 5, Block 11), Riverview, FL, employees were performing roof sheathing work on a residential structure while standing 18-ft above the ground without any means of fall protection, on or about 10/27/2014.  b. At the site located on 13909 Collier Rock Place (Lot 5, Block 11), Riverview, FL, employees were performing frame work inside the residential structure while standing on a second level open side floor area, 10'-8" above the ground, without any means of fall protection, on or about 10/27/2014.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a. At the site located on 13909 Collier Rock Place (Lot 5, Block 11), Riverview, FL, employees were performing roof sheathing work on a residential structure while standing 18-ft above the ground without any means of fall protection. No employee training had been provided on or about 10/27/2014.

At the site located on 13909 Collier Rock Place (Lot 5, Block 11), Riverview, FL, employees performing frame work inside a residential structure were exposed to a fall hazard while using a stairway without handrails to gain access to the second floor level of  the structure, 10'-8" above the ground, on or about 10/27/2014.
