29 CFR 1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access. (a) On or about November 3, 2014, employees used a ladder which did not extend at least three feet above the roof edge while using the ladder to access the roof to conduct roofing activities on the garage portion of the house. (b) On or about November 3, 2014, employees used a ladder which did not extend at least three feet above the roof edge while using the ladder to access the roof to conduct roofing activities on the two story portion of the house.
