29 CFR 1910.66(e)(2)(iii)(A): Intermittent stabilization system. The system did not keep the equipment in continuous contact with the building facade, and did not prevent sudden horizontal movement of the platform. The system may be used together with continuous positive building guide systems using tie-in guides on the same building, provided the requirements for each system are met. Location: Freedom Tower, New York, NY. a) The scaffold hoist system did not prevent sudden horizontal movement of the platform. The upward movement on the inboard side of the platform continued when all current, by design (i.e., emergency stops were applied); did not stop electrical current to the hoisting system. Two window washers were trapped in the rig as a result of the system's malfunction; on or about 11/12/14.
