Such programs did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. On 11/24/2014, eleven workers were repairing the roofs of two residential buildings located at 7115, 7117, 7119 & 7121 Dulce Domum Drive, OFallon MO. The owners of Twins Construction Inc., or controlling contractor, was at the site and did not conduct an adequate inspection of the job site, materials, and equipment. The following violative condition existed at the time of the inspection: a) Three employees were not utilizing guardrail systems, a safety net system, or a personal fall arrest system. Twins Construction Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.20(b)(2), which was contained in OSHA inspection number 994900, citation number 1, item number 1 and was affirmed as a final order on 10/14/2014, with respect to a workplace located at 22, 24 and 26 Tournament Tee Drive, OFallon MO.
