The employee were exposed to fall hazards of more than six feet to the ground below.

29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net systems or personal fall arrest systems: On or about December 09, 2014 and at times prior thereto, an employee was observed working on the roof of a residential building installing plaster wire without using any form of fall protection. The employee was exposed to fall hazards of more than six feet to the ground below. JF Plastering was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 911120, citation number 01, item number 001 and was affirmed as a final order on October 24, 2013, with respect to a workplace located at 1805 Old Paint, El Paso, TX 79821.
