OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees performed work from a step ladder without securing the front and back sections in an open position:    (a) Processing Area: On or about January 14, 2015, and times prior to, employees were using a Werner 8 foot fiberglass step ladder leaned against a pile of donated material to throw bags onto the pile and to retrieve bags of donated items from mid pile.  The step ladder was not used in an opened and locked position.           ABATEMENT CERTIFICATION REQUIRED
