29 CFR 1910.37(b)(1): Each exit route must be adequately lighted so that an employee with normal vision can see along the exit route: (a) At the facility employees file documents in cabinets located in the basement. The basement has no available natural lighting and no emergency lighting. Employees working in the basement would not be able to see the exit routes in the event of a power failure. Employees locating in the basement during severe weather or tornado would not be able to see the exit routes in the event of power failure.

29 CFR 1910.37(b)(6): Each exit sign was not illuminated to a surface value of at least five foot-candles (54 lux) by a reliable light source and be distinctive in color: (a) At the facility employees file documents in cabinets located in the basement. The basement has no available natural lighting. Employees working in the basement would not be able to see the un-lit exit sign in the event of a power failure.

29 CFR 1910.157(e)(3): Portable fire extinguishers were not subjected to an annual maintenance check: (a) Two fire extinguishers located in the FSA offices in Nevada IA had not been inspected since May of 2013. The FSA Supervisor on site was unable to provide any documentation to the contrary.
