29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:          Maintenance/Housekeeping - The employer did not develop a written hazard communication program as required.  Employees use chemical products such as flammable spray paints, propane, degreasers, and bleach.  Some safety data sheets (SDS's) are available.  As a minimum, the employer needs to prepare:       1. A list of chemical products used;   2. A complete collection of Safety Data Sheets;      3. Develop a written training and information program for employees;     4. Address the labeling system that will be used in the workplace.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:     Maintenance/Housekeeping - Employees use hazardous chemicals such, but not limited to, flammable spray paints, propane, thinners, degreasers, and disinfectants.   The employer has not provided the required information and training to employees.

29 CFR 1910.132(d)(2): The employer did not verify that the required workplace hazard assessment has been performed through a written certification which included the requirements as outlined in 29 CFR 1910.132(d)(2):   Maintenance/Housekeeping -  Employees have been provided personal protective equipment  such as gloves and safety glasses to protect them against hazards such as flying particles when grinding surfaces or skin irritation when using caustic or corrosive cleaners and solvents.   A hazard assessment has not been performed to include the following elements:      1.  Select and have each affected employee use the types of PPE that will protect them from the hazards identified in the hazard assessment;  2.  Communicate the selection decisions to each affected employee and;  3.  Select PPE that properly fits each affected employee.      *ABATEMENT NOTE:  The employer shall verify that the required workplace hazard assessment has been performed through a written certification that identifies the workplace evaluated; the person certifying that the evaluation has been performed; the date(s) of the hazard assessment; and, which identifies the document as a certification of hazard assessment.
