The exposure was 3.7 times the Permissible Exposure Limit of 5 mg/M3. The PEL was established to prevent decrease in lung function and pulmonary obstructive disease. The exposure was established over 448 minutes of personal sampling conducted on June 4, 2015. Zero exposure was assumed for the unsampled period of time. 29 CFR 1910.1000(e) Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): a) Air Arc Big Booth, An employee was exposed to particulates not otherwise regulated, respirable fraction, at an 8 hour time weighted average of 18.67 milligrams per cubic meter of air (mg/M3) while finishing castings and feasible administrative or engineering controls were not implemented. The exposure was 3.7 times the Permissible Exposure Limit of 5 mg/M3. The PEL was established to prevent decrease in lung function and pulmonary obstructive disease. The exposure was established over 448 minutes of personal sampling conducted on June 4, 2015. Zero exposure was assumed for the unsampled period of time. ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED General methods of control would include, but are not limited to the following: 1. Increase the exhaust ventilation. One way this can be accomplished is by removing the horizontal sheet metal baffling from the face of the exhaust hood. Replace it with strong wire or re-bar mesh such that less surface area of the hood is blocked. 2. Place the cleaning of the hood and exhaust ductwork on a preventative maintenance schedule such that restrictive blockages are prevented which decreases efficiency of collection. 3. Increase capture of the blast plume. One way this can be accomplished is by attaching sheet metal shroud pieces or wings at 45 degrees to the face along the top and sides of the hood. This will allow better airflow into the hood and direct some of the blast plume into the hood. The wings can be as large as feasible without compromising the safety of the employee who must handle the castings. Abatement Schedule Step 1 A written detailed plan of abatement shall be submitted to the Area Director outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposures to hazardous substances as referenced in this citation. This plan shall include, at a minimum, target dates for the following actions which must be consistent with the abatement dates required by this citation: (1) Evaluation of engineering/administrative control options; (2) Selection of optimum control methods and completion of design; (3) Procurement, installation and operation of selected control measures; (4) Testing and acceptance or modification/redesign of controls. All proposed control measures shall be approved for each particular use by a competent industrial hygienist or other technically qualified person. Step 2 Abatement shall have been completed by the implementation of feasible engineering and /or administrative controls upon verification of their effectiveness in achieving compliance. The exposure was 3.0 times the Permissible Exposure Limit of 0.005 mg/M3. The PEL was established to prevent lung cancer, liver damage, and blood changes, including leukocytosis, leukopenia, and eosinophilia. The exposure was established over 429 minutes of personal sampling conducted on June 10, 2015. Zero exposure was assumed for the unsampled period of time. ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED General methods of control would include, but are not limited to the following: 1. Replace the existing smoke filtration unit with a more effective unit capable of increased fume capture during welding and air arcing. 2. Fabricate a jig in which the snorkel capture device can rest specifically during air arcing. The jig should have shrouding such that the fume and particle blast directs the material into the snorkel. 3. Place the cleaning of the hood and exhaust ductwork on a preventative maintenance schedule such that restrictive blockages are prevented which decreases efficiency of collection. Abatement Schedule Step 1 Effective respiratory protection shall be provided to and used by exposed employees as an interim protective measure until feasible engineering and/or administrative controls can be implemented or whenever such controls fail to reduce employee exposure to within permissible exposure limits. Step 2 A written detailed plan of abatement shall be submitted to the Area Director outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposures to hazardous substances as referenced in this citation.
